Running .exe generated with Pyinstaller gives UnicodeDecodeError

I have a project that runs fine on simply running the gui.py file. However I would like to generate an executable for Windows out of this project. This is the command for generating my executable:
pyinstaller -F --add-data "../resources;resources" gui.py
Everything works fine when running this executable in my own computer, but an error occurs when other people try to run the same .exe.
First of all I would like to know whether it is OK for program to try to access C:usersxxxappdatalocalprogramspythonpython37-32libcodecs.py as this path is not from the usser's computer but from my own (the one who built this .exe).
Secondly, what could be the cause for this exception in my code or in generating the executable with Pyinstaller?
I will also provide the code from specified lines in gui.py:
line 263: with os.popen('tasklist /v', 'r') as f:
r = f.read().strip().split('n')
line 275: r = self.getTasks("blender.exe")
Edit: Bump as the error still remains. (x4)

Probably the problem coming from user privileges! Try to run it on another computer as Admin

Looks like an encoding issue. Is your program pure ascii or contains unicode symbols?
