Breakpoint event doesn't want to hit on windows xp

Simply , my debugger works fine on any windows [ Vista, 7, 8, 8.1, 10 ]



But the problem is i can use my Debug loop in order to edit anything internal in windows xp



For Example Shell.dll



But when it comes to an external program the breakpoint, it seems that the external program doesn't have a permission in order to allow a breakpoint to edit it ?



Also the int3 exists but its a weird problem i know



I thought its a problem with Kernel.dll that windows xp has, but its working on any internal file that xp use!



Info about my debugger
1- Configuration Release
2- C++ Builder [ Rad Studio 10.2 Tokyo Release 1 ]
