List of confirmed safe/trusted websites (URLs)

I am doing research in the field of cyber security, specifically using classification algorithms to speed up the time that we can detect phishing/malicious websites.
I am looking for a large dataset (particularly looking for the URL) of domains which have been identified as trusted and not engaging in any malicious or spam/phishing activities.
Originally, I considered using Alexa top 1 million sites but a very large number of these websites are considered to be malicious/phishing/spam.
