CPU observed speed (in Ghz)

Many posts such as Getting processor information in Python explain how to get information from the CPU, but most of them, like:



import cpuinfo
cpuinfo.cpu.info[0]['model name'] # 'Intel(R) Pentium(R) 4 CPU 3.60GHz'


give a fixed string, once for all.



However, on laptops, many power "throttling" features exist: for example when I run on AC power, the speed is maximum, and when I run my laptop on battery, the speed is probably half ("Performance mode" vs "Battery saving mode").



Question: how to get the currently observerd CPU speed in Ghz?



I'm on Windows 7 x64.
