CKEditor: How bind format_tags to a specific toolbar easily?

I'm struggling to assign a set of format_tags to a specific toolbar.
The way I am calling the toolbar is:



CKEDITOR.config.toolbar_CustomSmall = ([
['Source'],['Format'],
['Bold','Italic','-','RemoveFormat'],
['Link','Unlink','Anchor'],
['NumberedList','BulletedList']
]);


Everything works fine.



However, I want to customize the contents of [Format] also, but it does not work the way I want it (or at all).



I'm trying using:



CKEDITOR.config.toolbar_CustomSmall.format_tags = 'p;h1;h2';


But it doesn't work.



Interestingly, when I use:



CKEDITOR.config.format_tags = 'p;h1;h2';


it works, but it then applies for ALL CKE instances, also to those I assigned a different toolbar to.



Any idea how I could do it?



I have several toolbars for specific textareas and I want to have a different format_tags to each of those toolbars. It doesn't seem to be that easy to bind those together.
