Azure DevOps REST API does not provide information during pipeline execution

I am trying to attach information to the test run results during my pipeline execution but I'm finding that before the pipeline finishes executing the Test Run Query REST API returns no useful information, specifically it returns:

"value":,"count":0

Is it possible to configure Azure to return information before the pipeline finishes executing?
