Coinbase BUY API limit

I am wondering how is the limit on the purchases set up. Does the sum of all customers buying via the API calculated. Is it that all purhcases made by large number of my clients can not exceed 350 USD/week. Or does it mean that one custmoer can not buy for more then 350 USD however the total processed through my API can total in 10k+ USD/week.
