play store show your device isn't compatible with this version to my tab version 5.1 and i am targeting 16 to 28 API

My app is not compatible with most of device even though I am targeting these devices I have uploaded my app on play-store but its showing "your device isn't compatible with this version" but I have developed app on the same device.



My manifest file is as below
