Video Background breaks Chrome Device Simulator?

I am tasked with developing a web app that will be permanently displayed on a 1920x1080 pixel touchscreen.



I am having trouble replicating this screen size in Chrome Devtools' Device Simulator as the computed dimensions of my HTML elements appear not
to match Chrome's rulers.



Pixels don't match



Entire workspace



When I close the Device Simulator, the site displays properly, but is difficult to work with as my monitor is not large enough to display the full page.



I am only having this issue on this application, in development and production environments - it has a video background, which I suspect may be the culprit.



Any advice?
