Gulp watch not watching?

I run gulp in the cmd line on Windows. When I edit my SCSS files, the gulp watch doesn't fire unless I make the cmd window active. Is this normal behavior?



This is my gulpfile:



 // grab our packages
var gulp = require('gulp'),
sass = require('gulp-ruby-sass')
autoprefixer = require('gulp-autoprefixer'),
minifycss = require('gulp-minify-css'),
rename = require('gulp-rename');;

// define the default task and add the watch task to it
gulp.task('default', ['watch']);


gulp.task('build-css', function()
return sass('src/scss/**/*.scss',
style: 'expanded'
)
.pipe(gulp.dest('public/css/'))
.pipe(rename(suffix: '.min'))
.pipe(minifycss())
.pipe(gulp.dest('public/css'));
);
