CPU usage problems with twice CPU [closed]

I have trouble with counting cpu usage by the user. It was started after migration from one data center to another.
In the first data center I had dedical server with one cpu, but in the second I have dedical server with twice cpu.
Users start to use they own programs and have some limits by use cpu, ram and so on. After a while, system start to shutdown users connection, because they upper limits. I monitored users, but did not find any problems..
They use programs, that had been using before migration.
I use Debian 7.
Maybe somebody know how to fix this?
