How to add javascript tooltip plugin within Javascript file

I'm trying to create a tooltip for an anchor tag as follows:



<a style= 'cursor:help; border-bottom: 2px dotted black; color:inherit; text-decoration:none;' data-toggle='tooltip' data-placement='top' data-html='true' data-container='body' href='#' class='tip' title='hi'>
hello
</a>;


if I try to style the title tag using css it gets cut on the side in the viewport, Hence I figured I'll need to add a plugin. How can I add a tooltip plugin such as tippy.js within a Javacsript file.(Since the project I'm working on changes existing themes I donot have an html file to add the script tag to, I can inject it however).
