Changing the Target framework for windows forms application without re-compilation

I have a windows forms application which is compiled with .NET 4.5.2. This application has issues in connecting to WCF services where SSL 3.0 is disabled. It works if I re-compile the project by targetting .NET 4.6.1.
Is it possible to run this application in .NET 4.6.1 and above without re-compiling the project(i.e by changing config file). I tried by changing the <startup><supportedRuntime version="v4.0" sku=".NETFramework,Version=v4.6.1"/></startup> it didn't help.



I am looking for a option to change the TargetFramework of an executable without re-compilation. Is it possible?
