MSDeploy setParameter with console config not working

i'm trying to replace parameters in a console app
with App.config
in the build it generated to MyProj.exe.config



when setting the config file in scope of parameters.xml
it dosen't work
the replacement not work



 <parameter name="LogingObjUse" defaultValue="#LogingObjUse#">
<parameterEntry kind="XmlFile"
scope="Sqa.ScheduledServices.exe.config$"
match="/configuration/appSettings/add[@key='LogingObjUse']/@value"></parameterEntry>
</parameter>


in other projects where i use web.config it work's
this code works well
