cost of begin database transaction

all we know sql begin-commit-rollback approach to maintaining integrity of data in database but the question is what is the cost of starting and commiting empty transaction - empty i mean that literally no change to data is done between begin and commit transaction? is this cost so small that we should not bother and mid-scale systems? how does cost change when u rise isolation level? is this cost specific to chosen database engine? simple use case is to execute unit of work on rabbit mq subscriber side when not all logic would have to reach database to do their job.
